Sharpay and Ryan. They were the ones that were working against them the whole time. In the middle of the movie the friends are, but then they figure out that they're hurting themselfs too by doing that, but the only consistant villan in High School Musical is Sharpay and Ryan. The only real teacher you see in the movie is Ms. Darbis and she isn't much of a villan.
